In order to comprehensively improve the accessibility, awareness, and convenience of the policy of benefiting agriculture and supporting agriculture funds, quickly and accurately release policy effects, optimize and enhance the investment and business environment in agriculture and rural areas, and further expand effective investment in agriculture and rural areas in Henan Province, the Henan Provincial Department of Agriculture and Rural Affairs recently released the "Henan Province 2025 Understanding of the Policy of Benefiting Agriculture and Supporting Agriculture Funds".
The "Policy Understanding Edition" outlines nine major parts and 67 policies, including consolidating the foundation of food security, ensuring stable production and supply of important agricultural products, consolidating and expanding the achievements of poverty alleviation, improving the level of agricultural science and technology equipment, strengthening county-level industries for enriching the people, enhancing rural construction and governance, accelerating the green transformation of agricultural development, stimulating the vitality of agricultural and rural development, and strengthening financial support for agriculture.
Today, we will update the Grain and Oil Scale Planting Main Unit Yield Improvement Action and the Green, High Yield and High Efficiency Action.
Action to Increase Yield of Grain and Oil Large scale Planting Entities (National Policy)
(1) Policy basis: Henan Provincial Department of Agriculture and Rural Affairs' Notice on Issuing the Budget for Central Financial Agricultural Related Transfer Payment Funds in Advance for 2025 (Yucai Nongshui [2024] No. 89), Notice on Issuing the Central Financial Agricultural Related Transfer Payment Funds for 2025 (Yucai Nongshui [2025] No. 28), and Notice on Issuing the Implementation Plan for the 2025 Grain and Oil Scale Planting Main Unit Yield Improvement Project (Yunong Wen [2024] No. 166).
(2) Implementation scope: Large scale planting entities in 17 provincial-level cities and Jiyuan demonstration zones.
(3) Implementation focus: The action of increasing the yield of grain and oil large-scale planting entities is an important force in implementing key measures and promoting yield improvement. In 2025, focusing on major grain and oil crops such as wheat, corn, soybeans, rice, and peanuts, 76 counties will be selected to carry out the Grain and Oil Scale Main Yield Improvement Action Project, strengthen the implementation of technology integration, demonstrate and drive large-scale balanced yield increase and benefit improvement, and comprehensively consolidate the foundation of food security.
(4) Implementation standard: The province has invested a total of 400 million yuan in project funds, which will be allocated based on the planting area, yield level, and proportion of planting entities in each county. The amount of funds for each project county varies.
Green, High Yield, and Efficient Action (National Policy)
(1) Policy basis: Henan Provincial Department of Agriculture and Rural Affairs' Notice on Issuing the Budget for Central Financial Agricultural Related Transfer Payment Funds in Advance for 2025 (Yuchai Nongshui [2024] No. 89), Notice on Issuing Central Financial Agricultural Related Transfer Payment Funds for 2025 (Yuchai Nongshui [2025] No. 28), and Notice on Issuing the Implementation Plan for the 2025 Green, High Yield, and High Efficiency Action Project (Yunong Wen [2025] No. 165).
(2) Implementation scope: The main production areas of grain, oil, and horticultural crops in the province.
(3) Implementation focus: The green, high-yield, and efficient action is a direct lever for promoting the large-scale yield increase of grain and oil crops, and also an important carrier for promoting the development of grain and oil production. By 2025, we will focus on major grain and oil crops such as wheat, corn, soybeans, rice, peanuts, and rapeseed, while also considering horticultural crops such as vegetables, fruits, tea, traditional Chinese medicine, and edible mushrooms. We will select 44 grain counties, 10 peanut counties, 3 rapeseed counties, and 17 horticultural counties to promote the integration of technology, demonstrate and drive large-scale balanced production increase and efficiency improvement, and comprehensively consolidate the foundation of food security.
(4) Implementation standards: Each county of wheat, corn, soybean, rice, peanut, and rapeseed projects will receive a subsidy of 4 million yuan. Except for the three pilot counties of Lushan County, Shaanzhou District, and Huaxian County, which are fruit project counties and vegetable project counties of the Ministry of Agriculture and Rural Affairs, each county will receive a subsidy of 4 million yuan, and the county of soybean project will receive a subsidy of 2.19 million yuan. For other horticultural crop projects, each county will receive a subsidy of 2 million yuan.
