On November 2, 2025, the General Office of the State Council issued the "Implementation Opinions of the General Office of the State Council on Accelerating the Cultivation and Opening up of Scenarios and Promoting the Large scale Application of New Scenarios" (Guobanfa [2025] No. 37), proposing that scenarios are specific situations used for systematically verifying new technologies, new products, new business models, industrial applications, supporting infrastructure, business models, and institutional policies. They are a bridge connecting technology and industry, connecting research and development with the market, and an important carrier for promoting the integrated development of scientific and technological innovation and industrial innovation. They play an important role in promoting the large-scale commercial application of new technologies and new products.
 
This is also the first time that China has introduced an important policy of cultivating and opening up scenarios. Scenarios themselves are also a new type of production factor and an important innovation resource. We believe that the bio optics and smart agriculture zone, with the core curatorial concept of "product scenarization and industrial ecologicalization", is a profound innovation.

Therefore, this special zone will abandon the exhibition mode of using plant lights as a single exhibit, and integrate products into real application scenarios to build a complete ecosystem - allowing exhibitors and audiences to intuitively experience the key role of plant lights in promoting efficient, high-quality, and sustainable agricultural planting, and deeply understand their ecological value as the core element of the application system. At the same time, the special zone will play the role of an industrial ecological coordination hub, integrating upstream and downstream resources of the plant lamp industry chain, promoting the coordinated development of technology research and development, production and manufacturing, and application landing, and helping to build a closed-loop industrial ecosystem.
