Management activities cannot be separated from management objectives, and management methods can only have the possibility of survival and development for enterprises under the premise of adapting to relevant national laws and regulations and scientific development of the industry. According to statistics, currently 35 rice enterprises in Wenzhou have obtained food production licenses, basically meeting the 10 * conditions to ensure product quality and safety. Due to various reasons, except for a few larger enterprises that have good production site management, the production site management of most smaller enterprises is not ideal and needs to be further improved and enhanced. Based on the author's years of work experience, this article focuses on the weak links in the production site management of rice processing enterprises, starting from five important links: personnel (operators), machines (production equipment), materials (raw materials), methods (operating methods), and environment (environment). Combined with the requirements of the "General Rules for Market Access Review of Food Quality and Safety" and the "Detailed Rules for Review of Rice Production License", it briefly explains how to strengthen the production site management of rice processing enterprises.
1、 Operator
The * link in on-site management is' people ', that is, operators. It is generally believed that people are the most important but difficult to manage, and scientific management should be emphasized. It is neither too rigid nor too weak to blindly accommodate, which is equivalent to giving up management. Personnel management involves many issues, such as personnel's psychological state, psychological quality, cultural level, professional ability, physical and health status, family situation, etc., all of which require management personnel to understand and care about. For each individual, it is necessary to tailor measures to local conditions, prescribe the right medicine, fully utilize their intelligence and subjective initiative, and present them in a working state.
One It is necessary to clarify the daily production tasks.Hold a simple meeting before production every day to explain to the on duty personnel the variety, quantity, processing accuracy (grade), and other requirements for processing rice, as well as the division of labor among operators, who will do a certain process, and how to do it. In this way, operators will know what their homework objectives are, ensuring that there are no mistakes during the work process and completing their job tasks smoothly.
II New employees should receive timely training.For newly recruited personnel or personnel who have not yet mastered the technology for job transfer, timely pre job training should be conducted to enable them to basically understand technical documents such as operation manuals and operating methods (regulations), learn to operate production equipment correctly, and master the essentials of operation. Those who pass the training will be issued with a work permit, and they will be required to work with the certificate.
III We need to have a plan to train workers.Most rice processing enterprises are relatively small in scale, with continuous production processes, and personnel division and configuration cannot be very detailed. Operators who are usually flexible in their hands and feet, have strong acceptance ability, and are eager to learn should be selected. They should be trained in different production processes in a planned and purposeful manner, so that they can master the job content and adapt to the job level. Once there is a shortage of personnel or equipment failure in a certain process position due to special reasons, they can promptly replace the shift and maintain the equipment, so that production can proceed normally. Their remuneration should be higher than that of ordinary operators to motivate and unleash their work enthusiasm.
4 We need to improve the quality assessment system.A scientific management system is the key to mobilizing employees' enthusiasm. Once employees' enthusiasm is mobilized, even the most difficult problems can be satisfactorily solved. The quality assessment system should have clear rewards and punishments. Rewarding quality assessment personnel is to motivate the work enthusiasm of other personnel, while criticizing and educating unqualified personnel is to ensure that everyone's behavior meets the lowest quality work requirements and standards.
Five To establish a harmonious hierarchical relationship.Managers need to proactively approach their subordinates, gain their trust and respect, and guide them in order to succeed. In order to establish a harmonious hierarchical relationship, managers should not be angry, demanding, or biased when dealing with subordinates, and should have a proactive attitude. It is also worth noting that when praising someone, it should be done in a crowded setting, and when criticizing someone, it should be done one-on-one, especially not to scold them by name.
2、 Production equipment
The second aspect of on-site management is' machinery ', which refers to production equipment. They are an important component of production resources. The quality of Zui's final rice products is directly related to the tracking service, circular guidance, whether their performance and accuracy meet the requirements, whether their condition is good, and whether they can meet normal safety production.
Firstly, strengthen the management of equipment maintenance and upkeep. For equipment failures, prevention should be the main focus, with repair as a supplement, and it is not advisable to simply push the car without tilting it. No one can accurately calculate in advance when the equipment will malfunction. However, through sound daily maintenance and upkeep, the incidence of equipment failures can be greatly reduced, ensuring normal production.
Secondly, strengthen the management of equipment performance and accuracy inspection and calibration. In order to produce qualified products and improve production efficiency while reducing costs, it is necessary to regularly inspect the performance of equipment and calibrate its accuracy. If screening and cleaning equipment, it is necessary to check the flatness of the screen surface and whether the screen holes are blocked, and correct the slope of the vibrating screen; The rice huller needs to check whether the surface of the rubber roller has edges, grooves, roundness, or large or small heads, and calibrate the rolling distance between the two rollers; Rice mill, it is necessary to check whether the sand roller or iron roller is severely worn, uneven, with sharp angles, correct the gaps in the rice milling chamber, as well as the inlet and outlet pressure doors; Horizontal rice grading sieve, check whether the sieve holes are blocked or damaged, correct the rotation speed of the sieve body and the looseness of the sieve plate.
The third is to strengthen the management of regular cleaning of debris. We need to establish a management system for regularly cleaning up debris in mechanical equipment and facilities. Cleaning refers to the removal of debris from both the exterior and interior of the equipment and facilities. Especially the materials and dust trapped in the rice huller, as well as the bran powder trapped in the rice mill, if not cleaned up in a timely manner, are prone to mold and insect infestation. The system should have clear division of labor, specifying who is responsible for cleaning the surface debris of which equipment, to what extent, which equipment needs to be regularly cleaned of internal debris, who is responsible for regular cleaning, what is the regular cleaning cycle, and specific requirements for regular cleaning of debris. This system is implemented by operators after production is completed, and records are kept after each implementation for management personnel to confirm and supervise inspections.
3、 Raw materials
The third stage of on-site management is "materials", which refers to raw materials. No matter how good the equipment is, good products cannot be produced without good raw materials. Rice is processed from rice as raw material, and the raw material is relatively simple, which is rice. Rice should comply with the national rice standard (GB1350-1999), and aged grains (rice) should not be used to process rice for human consumption. It is crucial to do a good job in the quality management of rice procurement.
For the rice that is ready to be stored, warehouses and stacking areas should be arranged in advance according to the procurement plan requirements, and outdoor stacking should be avoided as much as possible. The environment inside the warehouse should be kept clean and hygienic, with good ventilation and measures to prevent moisture, water, rodents, and birds. For the rice that has been stored, according to the requirements of the procurement management system, a dedicated person should conduct quality verification for each batch, verify whether the quantity of rice is accurate, inspect whether the quality of rice meets the relevant provisions of the procurement contract, and propose qualified acceptance, general unqualified concession acceptance, and serious unqualified rejection based on the results of quality verification. The outbound of rice should be carried out according to the principle of "first in, first out, last in, last out, and innovation".
There should be written records for the incoming and outgoing rice, and the records must be complete, maintaining good traceability, and actively accepting supervision and inspection from relevant departments at higher levels.
4、 Operation method
The fourth stage of on-site management is "law", which refers to the operating methods (or operating procedures). It is mainly used to guide operators to standardize their work, and is the basis for judging the correctness of their work. At the same time, it is also one of the key measures for enterprises to establish a quality management system. Only by operating the production equipment correctly and conscientiously according to the requirements of the operating method (or operating procedures) can operators produce products with qualified quality.
Firstly, the general process operation method should be easy to understand and comprehend. It is necessary to develop practical operating methods based on the characteristics and process requirements of each production equipment, including startup and shutdown steps, adjustment (section) methods, inspection parts, and precautions. The text should be concise, clear, operable, and easy to understand, becoming a work guideline that operators must follow in production.
Secondly, quality control points should be established for key processes. All production and processing processes will affect product quality, but the degree of impact of each process on product quality is different. Some processes have a slight impact on product quality, while others have clear requirements, are easy to operate, and are easy to control; There are also some critical processes that form product quality characteristics or production processes that are difficult to control and prone to quality problems, which we need to pay special attention to and strictly control. Processes such as rice cleaning, milling, and finished product sorting should be listed as key quality control points and clearly indicated on production workshops or equipment to attract the attention of operators.
Thirdly, it is necessary to develop operation manuals for key quality control points. The homework guidebook is a special operating method that effectively controls key quality control points and ensures processing quality as an effective means. To effectively control, enterprises need to add special quality control requirements and methods to the operating methods (regulations) of their own production process equipment, and develop operation manuals for key quality control points. It should be hung in a prominent position in the production workshop so that operators can see it at a glance to guide the operation.
5、 Environment
The fifth aspect of on-site management is "environment", which refers to the environment. The environment is very important for rice processing enterprises. Only with a good production environment can they produce products that meet quality requirements. One is to manage the environment within the enterprise factory area. The roads within the enterprise factory area should be paved with hard materials such as cement and asphalt, and the factory floor should be appropriately greened with sufficient drainage system. The drainage ditch should be sealed, and the site should be clean and tidy; Garbage should be stored in a sealed manner and kept away from the production area, and should not be located upwind of the production workshop. The second is to manage the surrounding environment of the enterprise factory area. There shall be no harmful gases, dust, radioactive substances or their diffuse sources of pollution around the factory area. The third is to manage the production workshop or site environment within the enterprise factory area. The production workshop or site should be clean and bright, with non-toxic, non slip, and hard materials laid on the ground, no cracks, easy to clean and wash, and generally equipped with dust, fly, and rodent prevention measures. The walls should generally be coated with light colored non-toxic materials, and the roof should be dust-free. Changing rooms, dressing mirrors, and hand washing facilities should be set up at appropriate locations at the entrance of production sites or workshops. The operators should clean the production site carefully after the end of production every day, and the management personnel should conduct on-site inspections every day. If the hygiene is not qualified, it should be cleaned again. Maintaining environmental hygiene should be one of the job responsibilities of every employee, cultivating good hygiene habits to meet the requirements of food quality and safety enterprises.
